[ARCHIVED] Carteret County Appoints Harry Rising as Tax Administrator

CARTERET COUNTY, N.C. (July 22, 2025) – The Carteret County Board of Commissioners has named Harry Rising as the county’s new Tax Administrator, effective immediately. The appointment, approved unanimously during the Board’s meeting on Monday, July 21, is for a two-year term ending June 30, 2027.

Rising brings more than 20 years of leadership in tax administration, public service, and operations management. Most recently, he served as Tax Administrator for Henderson County, North Carolina, where he directed a staff of 36 professionals responsible for listing, assessing, billing, and collecting property taxes on more than 71,000 parcels serving 120,000 residents.

During his tenure in Henderson County, Rising led the county to a record 99.34% tax collection rate and managed the reappraisal of nearly 4,000 properties damaged by Hurricane Helene. He also oversaw the county’s land records division and mapping systems. Rising’s experience in guiding counties through complex reappraisals and improving collection rates comes at a key time for Carteret, following the county’s own 2025 revaluation process.

Before entering local government, Rising held senior leadership roles in manufacturing, logistics, and international business, including managing overseas sales for a U.S. capital equipment firm and directing commercial operations for a UK-based manufacturing subsidiary. He also served as a U.S. Army officer, where he commanded units of more than 200 personnel and specialized in infantry, special operations, and personnel systems.

“We’re excited to welcome Harry Rising to Carteret County,” said Chris Chadwick, Chairman of the Carteret County Board of Commissioners. “His expertise in tax law, leadership, and organizational development will greatly benefit the county. I also want to thank our tax staff, who have kept the department running smoothly with professionalism and resilience throughout this transition.”

Rising is certified by the State of North Carolina as both a County Assessor and Tax Collector. He holds an MBA from the University of Arizona, a Master of Military Arts and Sciences in Management from the U.S. Army Command and General Staff College, and a Bachelor of Science in Engineering from the United States Military Academy at West Point.
