The Administration Division is responsible for all management functions that support clinical, community and environmental health services. It implements public health policies set by the Consolidated Human Services Board, which is appointed by the Carteret County Board of Commissioners. It also carries out responsibilities required by Carteret County Government such as personnel actions and finance.
Staff works with the Consolidated Human Services Board and the county administration to develop the yearly budget for the health department. The Health Department budget is composed of 16 programs. The Health Director submits a line-item budget to the Consolidated Human Services Board for budget approval following guidelines set forth by county management. A narrative describing the goals, objectives and achievements is provided for every program in the budget.
Budget considerations are based upon the previous budget year, available resources, planned programs, and policy issues raised by the Consolidated Human Services Board concerning new and revised program directions. The budget is developed by staff, reviewed and approved by the Consolidated Human Services Board, and submitted to the Board of Commissioners for consideration and approval.
