The Civil Division is a state mandated service of the Sheriff's Office and is one of the oldest documented responsibilities of the county sheriff. Its purpose and function is to serve papers. The Civil Division handles all prejudgement as well as post-judgment service of civil process papers. Deputies serve civil documents, facilitate final eviction notices, fulfill civil executions by seizing money or property, and collect back taxes owed to Carteret County. There are always two parties involved. Those parties are the plaintiff and the defendant. The plaintiff is the individual, or company, issuing the papers. The defendant is the one receiving the papers. Thus, the defendant represents the group of people being served.
